Health Reform: Public Option Nixed, Agents Welcomed 

 

WASHINGTON BUREAU -- The Senate Finance Committee has rejected amendments that could have created a government-run health insurance system, and it has accepted an amendment that could let agents participate in a proposed health “exchange” system.

Members voted 10-13 against a “public option” amendment proposed by Sen. Charles Schumer, D-N.Y., and by an 8-15 margin against a public option amendment proposed by Sen. Jay Rockefeller, D-W.Va.

Baucus and Sens. Kent Conrad, D-N.D., and Blanche Lincoln, D-Ark., joined all Republicans on the committee in voting against both public option amendments.

The Senate Finance Committee is considering and revising the America’s Healthy Future Act bill, a “chairman’s mark” developed under the direction of Finance Committee Chairman Max Baucus, D- Mont.

We are pleased by the rejection of both the Rockefeller and the Schumer amendments containing public plan options,” says Tom Currey, president of the National Association of Insurance and Financial Advisors, Falls Church, Va. “But, we will continue our educational efforts. There are currently three other reform proposals with government-run options, and lawmakers need to understand the negative consequences. A strong private health insurance system is best equipped to provide options for families and businesses.”

America’s Health Insurance Plans, Washington, is also welcoming committee rejection of the amendments.

“The government-run plan is a roadblock to reform,” AHIP spokesman Robert Zirkelbach says. “A new government-run plan would dismantle employer coverage, bankrupt hospitals, and add to the federal deficit. The same goals can be accomplished by enacting an overhaul of the market rules and new consumer protections so that nobody falls through the cracks of our health care system.”

AHIP members already have agreed to sell coverage on a guaranteed-issue basis and to eliminate pre-existing condition exclusions, if the government will discourage adverse selection by requiring individuals to have health coverage, Zirkelbach says.

“Since the public option would not play on a level playing field with private coverage and would worsen the current governmentt plan cost shift already exprienced by private plan customers, we are very pleased with this outcome,” says Janet Trautwein, president of the National Association of Health Underwriters, Arlington, Va. “Government run plans at all levels increase costs for those covered under private plans by underpaying providers and being exempt from the fees, taxes, and solvency requirements required of private plans.

The Senate Finance Committee also pleased producer groups by agreeing to amendments that would let agents and brokers sell health coverage to individuals, families and small groups through a proposed health insurance “exchange” system.

The producer access amendment was offered by Sen. Tom Carper, D-Del.

The amendment says “exchanges have access to the same industry professionals as those working outside the exchange.”

“Agents do so much more than sell a policy,” Carper says in a statement. “The continual refinement of the proposals to ensure that consumers have access to professional guidance both inside and outside of exchanges is encouraging.”

“The Carper amendment guarantees that individuals and businesses purchasing insurance through the proposed exchanges have access to the same industry professionals as those working outside the exchange,” says Joel Kopperud, a director in the legislative affairs unit at the Council of Insurance Agents and Brokers, Washington. “We are very grateful to Senator Carper for recognizing and preserving the value of agent’s expertise.”

At NAIFA, Currey says the Carper amendment is consistent with amendments to health reform bills adopted by the Senate Health, Education, Labor and Pensions Committee and by the House Energy and Commerce Committee.

“Numerous amendments to the bill are still pending,” Currey says. “However, NAIFA is pleased that the Carper amendment recognizes the valuable role that agents play in helping consumers with their insurance choices.”

    • Why is no one talking about cost shifting that the Govt. has forced onto the private sector? For 2010 Medicare is reducing funding 20%. Who is to make up that difference, those under 65 of course. The public option I believe would be similar to Medicare. Under medicare there is no well care/preventive care, but yet our politicians keep stressing preventative. We are very close to Universal Health Care now if you take into account the illegals getting care, medicaid, public assistance, medicare beneficiaries, etc.

    • Notwithstanding the "hope" we all have for involvement in this struggle for reform, the Dems are being underestimated and there is almost sure to be a Public Option even though it looks dead now. Shumer has stated they will come at this again and again and they will get their way. And has anyone at AHIP bothered to concern themselves with the novel idea that mandating individuals to buy health insurance violates the US Constitution?

    • I am glad to see that agents are being recognized as a valuable segment of healthcare. Without them, most business owners would probably rely on price rather than take the time to understand the benefits in their health plans. It is the agent who educates employers about the advantages and disavantages of a particular health plan, explains their options and finds ways to make plans affordable. All of this is done with the perspective of how will these benefits serve the needs of his employees and fit the company's budget. Agents are also unbiased advocates for employees when they have problems getting a claim paid. The carrier's customer service representative loyalty is with the firm that signs his paycheck. The agent's is always with his client.

    • I realize this isn't a forum to voice dissent, but it appears we are under further national disgrace with our healthcare system-or lack of it-"private" health "options" have not meet national healthcare needs and it appears obvious they won't unless forced to by having a Public Option for healthcare access/delivery.qu

    • HOORAY, THE FREE ENTERPRISE SYSTEM WORKS BEST WHEN COMPETITION IS ENCOURAGED AND NEW SYSTEMS OF ENROLLMENT AND DELIVERY OF SERVICES DO NOT REINVENT THE PROCESS. A GRADUAL CHANGE, WITH MONITORING OF RESULTS RATHER THAN A WHOLESALE REPLACMENT THAT IS ONLY A MODEL AND NOT A SYSTEM THAT HAS BEEN APPLIED WITH KNOWN RESULTS. BE SURE THE SYSTEM YOU THROW AWAY IS NOT BETTER THAN THE SYSTEM YOU PROPOSE. THE ANSWER PROBABLY LIES IN THE MIDDLE BUT NEITHER SIDE HAS SHOWN ANY INCLINATION TO BUDGE.     • What is the agent's job in today's market?
    • If health insurance simply covered any thing that went wrong with you after, say, a week's pay deductable, then an agent's job would be to explain to the insured how to access their coverage. All companies would be party to a universal reinsurance treaty so all companies would share losses more than five million or so. If everyone is required to have insurance, everything should be rosie.

    • I've been a life and health agent for 18 years and it didn't take long for me to realize we needed a Medicare type plan for ALL Americans. Our present health insurance mish mosh is too expensive, discriminitory and ill conceived. We're the only great country that doesn't take care of it's citizen with adequate health insurace. It's a terrible situation that hasn't been corrected because of the money influence of insurance companies, pharmaceutical companies and doctor and hospital groups. Abhorrent and lacking in any morals, but don't talk like that went it comes to the God of profit and money!

    • How insulting! Some 'intend to allow us [Agents] to have access' to yet anotehr federal boondoggle, this Insurance Exchange. These two votes were staged and were nothing more than a complex political move toward conference committee & the nuclear option. Remember the things that were said today and by whom and we'll see how relevent this article is once the final bill gets to the floor of the Senate. Know the Senatorial rules and procedures and you'll never again be hoodwinked by headlines such as this. These people are NOT Agent friendly.
